Heat a large skillet or wok over medium-high heat. Add 1 tablespoon of olive oil to the pan and swirl to coat.
Add the beef and cook for 2-3 minutes or until browned. Remove the beef from the pan and set aside.
Add the remaining tablespoon of olive oil to the pan. Add the broccoli and bell pepper and cook for 3-4 minutes, stirring occasionally.
Add the garlic and ginger and cook for an additional minute.
Add the cooked beef back to the pan with the vegetables.
Add the coconut aminos, sesame oil, and cauliflower rice. Stir well to combine and cook for an additional 2-3 minutes.
Season with salt and pepper to taste.
Serve hot and garnish with sliced green onions.
